WPS & PQR Responsabilities.

Organization A provide duly developed and signed WPS to organization B (owner), organization B provide that WPS to repair organization C in order to qualify it and then using it in a repair job.
Is it acceptable as per ASME IX?

If organization C welds a coupon and performs the required testing to create a PQR for it, yes.
 
I agree, but with a proviso that the contractor using the WPS for production places the WPS on their "letterhead" and they sign both the WPS and the PQR.

By welding a test coupon and subjecting it to the regiment of tests required by both Section IX and the construction code (post weld heat treatment and CVN if required), the contractor has qualified the WPS assuming it passes all the requisite tests.

Agree with the comments and agree your proposal is acceptable but you have a couple of errors in your proposal.
You cannot "develop" a WPS until you have the parameters from the PQR and what would Organisation A be signing the WPS for when it has not been qualified ?
Organisation A can write a "proposed" or "preliminary" WPS to provide guidelines to Organisation C but as Al stated, it is the resposibility of Organisation C to sign both the WPS and PQR.

Assuming that A agrees to B providing its WPS (probably qualified) to C. My former company may not have been so inclined.
 
The initial premise works as-is provided as all companies are part of an all-encompassing organization. Otherwise, Company 'C' would need to qualify a PQR and write a subsequent WPS.
