What's the rubber pad for on Radial Capacitors?

Please could someone tell me the purpose of the rubber pad on the base of some radial capacitors? Is it desirable to squash the pad to minimise rocking of the capacitor once inserted in to a PCB? Thanks.

No it is not necessary to squash the pad. It is just a cork for the bottom of the cap and its leads.
