What is the limit for lateral deflection in a moment frame?

I have a frame approx. 20' tall at the eave, with a low roof framing into it about mid height. What should the lateral deflection be limited to? There will be brick veneer, but only along the upper half of the wall (from the low roof up). IBC has a limit for walls with a brittle veneer of L/240 (presumably for simple spans). Translate that to a moment frame, and it would be 2L/240, or L/120. That yields a lateral deflection at the eave of two inches. Anybody have any thoughts?
