I am looking for a water activated binder that could possibly replace a bitumen binder in a project that I am working on. Any suggestions?

In general, cyanoacrylate is an acrylic resin that rapidly polymerises in the presence of water (specifically hydroxide ions), forming long, strong chains, joining the bonded surfaces together. ... Because of this cyanoacrylate is applied thinly, to ensure that the reaction proceeds rapidly for bonding.

Though dunno if you can afford the cost, and the fumes would be pretty nasty if you were pouring a road...

The other common water activated resin curing system is poly iso-cyanate/cyanurate, i.e. urethanes.

A lot of what you are asking depends on what the intended use is.....
