VFD setup without load attached

Can I power up vfd without a load attached?

I need to verify paramters/set drive parameters to a panel I recieved but to not have the motors to attach as a load.

Yes, but features like auto-tune for vector drives will not work. You'll have to enter the motor parameters manually if you have them, or you're limited to a V/Hz mode of operation.
