Vessel Re-rate Calculations

Do external non pressure retaining attachments (i.e. platform clips, ladder clips, skirts, lugs, etc.) have to be included in the calculations performed for vessel re-rate? Are re-rate calculations performed for pressure boundary components only? Does seismic and wind have to be calculated again for re-rate purposes?

txcadman, if these things affect vessel MAWP, then I'd say yeah.
