Upgrading MicroStation version licenses

This is a little different from most posts. Recently we contacted Bentley and requested a quote to join their Select Services. Since, because of the economy, we've had to lay off some drafters we didn't want to place all of our licenses in Select, only the ones we were using. Bentley came back and said we weren't allowed to join Select with only some of the licenses,no matter if we used them all or not. If we wanted to add only some of the licenses we had to forfeit the remaining licenses back to Bentley and repurchase them when we started hiring. We are wondering if anyone else has had this problem.
