twistlock plugs and receptacle question

Stupid question... is it kosher (NEC).. to install a 250 volt 30 amp twistlock receptacle to a 120volt 20 amp branch circuit..It sounds like a violation but cannot find an article that would refer to such an arrangement.

No, it is not kosher for many reasons and it is a code (NEC) violation.

1. See NEC 406.7

2. The receptacle has to have a matching plug on the receiving circuit.

3. If you do attach a matching 250V plug on a 120V circuit, now someone can plug that in a similar receptacle on actual 250V circuit! Thus frying the 120V equipment and worse, if someone gets hurt. The very intent of article 406.7.

The equipment are listed for 'intended' use only. It is not the intended for a 250V receptacle to be installed on a 120V circuit.
