Hello, i'm designing a concrete structure for residential purposes. It is founded in a sandy soil, with some elements pretty close to the neighbor boundary. I want to allow for a 2H:1V slope from the foundation level to create a safe space for working around the foundations. The problem is that the slope line cuts the boundary plane between 600 to 1600mm deep from terrain level. The neighbor is not willing to allow the builder to dig in his property so I need a cheap solution to retain the sand. I'm thinking of steel sheet piles, but i look a bit expensive for temporary retaining works.

In the USA, OSHA considers a maximum slope of 1.5H:1V to be safe for temporary excavation in sand (Type "C" Soil). That is the "cheap" solution.
Depending on the layout, perhaps a slope between 1.5H:1V and 2H:1V will work.

Are higher cost options desired for some other reason?

Check your local or other government laws. In my state (USA) the owner of adjacent land has to hold his land in place, if he wants to and digging neighbor does not have to help. This applies to a depth of 10 feet. Below that the digger holds it.
 
If this is a shallow foundation, wouldn't be wood stakes and lagging, along the property line, can prevent the displacement of the sandy soil?
 
You try to hold back the slope and it fails, you pay to fix it. Check the local laws. This is a common situation and there may be previous legal action, etc. to help guide what to do.
