Which code governs tank anchor bolt design?

Is it a requirement to satisfy ACI 318 in Tank Anchor Bolt Design?

Can someone specify any reference which states it or otherwise?

Assuming you mean the anchorage of steel tanks, I can't find a way to not design to ACI 318 Appendix D.
If it's a flat bottom non elevated tank, you might want to sharpen your pencil to avoid anchor bolts at all. The manufacturer's discourage their use, anyhow.

API650 App. B,E,F and API620 App. C, states that "ACI 318 shall govern the design of all concrete..." does it imply that Anchor Bolts are not required to satisfy ACI 318 Appendix D.5.1 requirements?

Note that ACI 318 Anchor Bolt Capacity is less than API 650 in terms of application in high seismic regions (ACI 318 App.D.3.3.3).

Can you sight any reference that clearly states ACI should still be used in Anchor Bolt design although it is not directly stated in API 650 (see API650 Table 5-21b).

I don't have API650. I'm only familiar with AWWA D100. But if you want to split hairs, use API650 to design the anchor bolts and ACI318 to design the anchor bolt embedment.
