T,Y,K, WPS and Welder qualification

I have an upcoming project involving 2x2x1/4 HSS used for the top chords of a catwalk. It will be a T,Y,K configuration. CJP open root. I need clarification and help creating the WPS. Question 1, if i use the prequalified details on tables 3.5 and 3.6 and figure 3.8, will my WPS be prequalified? I understand that groove angles less than 30 degrees will not be prequalified. Question 2, if this is not prequalified, can you explain to me why it isn't and what do I need to do to qualify it? Follow 4.13.4.1(2)? Question 3, I'd like to write this WPS using SMAW root as a backer for FCAW fill. From what I can tell, this is allowed. please correct me if I'm wrong..As far as welder qualification, it is my intent to use figure 4.28 with box tube and macroetch the corners.
