What is the effect of support settlement on structure for example a TRUSS?

a)Should it have an effect on member forces?
b) on joint displacements?

Depends on the situation, as they horses for courses. In a simple span truss the support settlement will have a smallish effect is the supports are able to rotate. However if there are multiple supports and the centre ones settle, this would cause the truss to have to span further than design, if this caused the truss to become overload yes there is a problem. It is very hard to give advice without a direct example.

As rowingeng noted it depends. If it's statically determinate it will have very little, if any, impact at all, and can often be neglected. If it's indterminate, it will have a larger impact, and should not be neglected.
