Stress concentration factors while calculating WRC-297 in PV-Elite

Dear All,
I want to ask as While calculating WRC-297 calculations on PV Elite, Pv- Elite considers 2 Stress concentration factors mainly
1) Shell Stress Concentration factors (default value 1.2) and
2) Nozzle Stress Concentration factor ( default value 2.25) my question is that what values shall be consider while calculating WRC-297 as compress donot ask anything like that while having the calculations and if i Assume the values by default my design gets failed

Please advice me the purpose of the stress concentration factors as far as i understand they are used when we have to calculate the effect of fatigue
