sticky dimensions

Here's another setting that's probably right in front of my face but can't seem to figure out. When I select the whole drawing (including dimensions using the element selection tool) and try to move it, some of the dimensions won't move. The extension lines enlarge or shrink, but the text and arrows stay put. Any suggestions?
