Sticking?

hi all,

Can anyone please explain what it mean by sticking which will lead to local control failure?
I tried the google, but it does not show the how such phenomenon is formed, and what real is.

In my opinion, it is about cable spiking. If you stick a wrong cable this operation could lead to a fault [it will lead to local control failure, as you said].See-for instance:

The term "Sticking" sounds unfamiliar to me. Is it s slang word? or non-technical word for transmission line earthing? You may be correct. This is to correct my own ignorance. I am not familiar with this term.

Similarly, you may be aware of the term "DIRTY BUS" which is referring to the switchboard with loads injecting lot of harmonics and unbalance components.

Something which periodically jams or doesn't operate freely? A little more context would help.
