Steel column splice

Has anyone ever spliced two HSS sections with a cap plate, when the top column is less then dimension of the interior of the bottom? I have a column which is being repaired and the contractor wants to use an 8" square section under an existing 6" round using a 1" plate in between. I have never spliced a column like this before and could not find any additional info on this type of splice. Column is pin-pin, I don't have the load with me but I thought they were around 65k.

Sounds reasonable, 65k is not that big a load. check it as a plate in bending.

I would probably ask for a 1 1/2" plate to ensure adequate stress transfer.
 
for those loads... likely 3/4" plate should be adeqate... and you might want to consider fillet welds all around... with W sections connection on the faces is important while with HSS, the corners are critical.
