Well, its too late to submit any comments now, but it would be ueful to determine if the worst case scenario included medium term ( 2 week ) failure of the national grid due to a severe solar ejection. See latest NERC report on the feasibility of such a worst case this year.
Failure of aged transformers would take a long time to address, and multiple failures at many sites would tax resources that may be avilable only in sufficient quantitiy to address at most 1 failure at a time.
