Soil Nail Design - Impacts of frost

Does anyone have experience in the frost heave potential of soil nailing?

I'm currently designing a soil nail wall outside of Washington DC. The reviewing engineer is asking that the soil nail facing be buried to the frost depth of 2' 6" below grade.

The groundwater table is 12ft below the bottom of the wall. The soil nail wall shotcrete facing is 10 inches thick (potential fiber mesh reinforcment in the final shotcrete). There is a 5' wide concrete drainage swale above the top of the wall to collect surface water. Strip drains are 1' wide and are located on 5' centers.

Soils are silty clayey sand (ML, SC, SM).

My opinion is that I don't think frost heave is a concern for this project.
