Soil Classification question

Hi,

How do you classify a soil if it has more than 95% passing sieve No. 200 (0.075mm), and 60% passing the 0.005mm sieve. With a LL=108%, PL=65% and PI=43%.

I am asking this, because sieve analysis shows that most of the particles are clay, but it plots below the A-line in the plasticity chart.

ASTM is based on Atterberg Limits, not %clay
 
To my knowledge , these data shows that this is a highly plastic silt ,try and verify if it is organic if you do have HCL drop some on the soil to get a sens of its organic composition

I was checking the local classification (I am located in Japan) and this type of soils classifies as highly plastic volcanic cohesive soils. We call these soils as LOAM. The shear strenght for these type of soils decrease significantly once disturbed (sensitive soils??). Compaction is difficult due to has high water contents (close to 100%) and therefore not recommended for embankments.
