Software requirement to create non Pro/E GUIs

I have a question regarding the software requirement to create GUIs. Will Visual C++ suffice or do we need the full Visual Studio to create non Pro/E interfaces. We would like to know if the GUI creation could be achieved by just Visual C++ or other components of Visual Studio will be required for some advanced GUI creation. Any further knowledge about GUI creation would be of great help.
