Shear Capacity of Slab Dowels

I am working on a project with a post-tensioned concrete podium slab over concrete shearwalls. I am trying to check the shear capacity of the slab to wall dowels, but I did not see anything in ACI. Should I be using Appendix D?

What dowels are you talking about? Perhaps if you can post a sketch, your question would be clearer.
 
Appendix D doesn't apply to rebar cast into concrete, last I checked. So it would be a shear friction case by ACI.
 
I have never worried about this transfer of shear to a shear wall. I think you can consider it all monolithic.

One thing I would change about your detail is to remove the longitudinal key. I don't see how it can do any good, and could lead to cracking of the outside part due to slab shortening.

If you are still concerned about longitudinal shear transfer, some transverse shear keys might help.
