In a 46 story building de HVACR and Fire suppresion systems uses schedule 40 steel pipe. In the basement the static pressure is approximately 228 psi. Does the Shc 40 pipe wistand pressures greatter than 300 psig? What class of fittings and valves do we have to use?. Do Victaulic or Anvil fittings have an advantage over the standard welded fittings and valves?.

You should look at ASME B1.3 piping code and do the calculation for each pipe size for which you need to verify the pressure rating.

All SCH 40 ASTM A 106B pipe fro m1/2" to 24" will withstand pressures 900PSIG or greater depending on size at 100Deg F.

For the pressures you have stated you shoudl use 300lb fitting or higher.

Victaulic fittings are more costly than threaded of welded fittings but are cheaper to install. The over all installed cost to lower with Victaulic fittings. Victaulic fitting do allow some movement of piping and so provide additional flexibility in a piping system. This may be of some advantage in building where flexibility is desireable.

150lb flanges and valves are good for 285PSIG at 100Deg F.

Since you are at 228PSIG and may see some pressure surges I would suggest useing at least 300lb flanges and valves. 3000lb Threaded maleable iron fittings could be used on smaller sizes.

By the term "Anvil" fittings I assume you mean fitting manufacturered by Anvil which are forged steel fittings. These fittings are rated beginnig with 2000PSIG and up. They would also be suitable for your application.

The above are some general comments to your questions. It is diffucult to give exact answers because all the design conditions are not known.
