Saddle supports for horizontal vessels 2

I am trying to establish design procedure for horizontal GRP (FRP) vessels: to BS4994 - which are based on BS5500.

It would appear that a 'flexible saddle' is required (rather than a rigid one). Saddles would be of carbon steel, lined with rubber. Can someone help with a meaning of 'flexible' in this context?

Is this to allow flexing of the vertical element of the saddle?

Vessel sizes are modest <15 m3.

And at <15 m3, you flexion will be minute. Thus 1/8" rubber gasket material will provide more than sufficient flexibility.
