routine pile load testing as per IS2911

dears,
we are designing the pile foundation, where there are requirement for pile testing for
routine pile test and initial test pile.

initial test pile to be done for 2.5 times the safe load
and
routine pile test to be done for 1.5 times the safe load

i have a doubt whether the reinforcement for these test pile needs to be done 2.5 times safe load
or only for the safe load capacity?

The piles don't need to be reinforced for the test loads. The purpose of the test piles is to verify the safe working load of the pile based on actual conditions and some factor of safety.
