Has anyone seen the problem of trying to relevel if future task is completed? MS Project will not remove completed tasks from the resource's future workplan.

For example:
Assume all of the following tasks are performed by the same resource.
Task 1: July 1 - July 8
Task 2: July 9 - July 16
Task 3: July 17 - July 24
Task 4: July 25 - July 31

If task 3 gets completed, I do not see Task 4 get moved up a week when I re-level. MS Project will not move Task 4 into that week. Am I missing an option on a submenu somewhere?

I don't think it will be done automatically by MSProject, or is meant to be.

The project manager "manages" his project. So if a task 3 weeks hence gets completed early, then he should re-arrange his project to reflect this.

You should be able to do this if you got the appropriate settings made correctly.

Specifically, the early finish date must reflect the fact that the task was finished at a date earlier than scheduled, otherwise, the program simple assumes that the task is complete on the schedule as implemented, hence, no compression of time for the remaining tasks.
