Repair welding procedure specification

Please tell me where is required to qualify repair welding procedure specification in AWS D1.1

I have been looking for it but i can not see it in AWS D1.1

Repair procedures are no different than original procedures. Same criteria apply.

Unless stated otherwise, the provisions of D1.1 apply to all welding...repair or new. Check the administrative provisions in the front of the code. I don't have my copy with me, but there is a statement on scope of the code.
