Recirculation Flue Gas on Tubes Of Reformer

In our terrace wall steam methane reformer(upper east cell)there is a large reciculation flue gas on tubes,we have adjust air registers and cleaned burner tips which has not any effect ,Please tell me what is the main reason of this phenomena?
