rconsole and passwords

I would like our eight Help Desk employees to be able to clear user connections without rconsoling into the servers. I know whohasit will allow me to do that but the users need to have admin rihgts, Is there something else out ther that does not require admin privilages? I would like to allow those same techs to be able to reset passwords and nothing else, when using NWAdmin. We are using Netware 4.11 on the servers
