raster scale

When I use raster manager to bring in a photo with a world file with english units, Microstation is applying a scale factor as if the photo was metric. When this happens with a reference file, my fix is to turn true scale off and reset the reference scale to 1:1. I have not been able to find a way to do that with raster manager.

What do the Workspace Preferences look like for you. My guess it is set to Metric like the attached screen shot.

Try changing it to Feet to match your world file and see if that helps.
