"not ASTM" steels and AWS

hi everybody. can somebody help me with my question?
in case if the steel not as per ASTM, is it required to make several procedures and qualifications for different steel grades (which are within one group, but as per another standard, not ASTM), which we qualified before with single procedure per ASME (they belong to one group as per russian GOST, C275 and C345), now have to make 2 instead one? logically, one should cover another (that was before, per ASME) as even in AWS 275-345 ys is in one group, but code requires steel as per ASTM so we can not say that our steel is in "one group as per AWS"?

Only the steels listed as prequalified base metals in AWS D1.1 are prequalified. If the material specification being used is not listed, it must be qualified in accordance with Clause 4. The exception is when the Owner's Engineer (not the fabricator's engineer) allows an exception.

Many of the ASTM grades are adopted "as is" or with minor modifications of spec by ASME.By default all ASME materials have P No , which make them easier to group. ASME adopts non USA materials also(such as EN, CSA & other grades...). You may choose those options(within the allowable limits) to include Non ASTM/ASME materials in the WPS.It needs an engineers review & approval before any welding.
