Question- Studying for STR I PE Exam

I'm going to take the Structural I exam in for the PE License. Right know I'm starting to do the sample problems of the "NCEES STR I Sample Questions & Solutions". In the solution to problem 105 I got stuck in the DLRM calculation. What is the basis?, What does DLRM mean and the 2/3 factor (where it came from?).

If anyone can help me, thank you in advance.

Most of us probably don't have the book - can you better describe the problem and what it asks?
 
My guess- DLRM is dead load resisting moment, and the 2/3 is reduction of dead load to get the F.S.=1.5 against overturn.
