I am investigating implementing a more formal quality assurance program for my structural engineering firm and I am curious if anyone would be willing to share samples of their policy/procedure manual, design standards, or knowledge base currently used. More specifically looking for any checklists that are helpful for reviewing the structural design of a building, but any help would be much appreciated.

I second investigating ISO certification, even though you do not manufacture anything. ISO 9001:2008 should be looked at as desnov74 recommends.
 
You can buy samples of all kinds of Quality Management System documents, most of them based around ISO.

A lot of time and effort can go into preparing these things and they can be considered proprietry etc.
