Progressive ('Green Stick') failure of laminate

I'm a relative newcomer to composites and I would welcome comments on the relative benefits of dyneema and kevlar for reinforcing a laminate AFTER the main structural (carbon) laminate has failed so that the consituent parts stay together. Whatever reinforcement I use has to withstand a degree of interlaminar shear:

I was planning to put the reinforcement near the inside of the laminate so that it would always be the last thing to give way, and also so the main carbon layup is as far away from the neutral axis as possible, and the tough stuff is as colse to the NA as possible. Bad Idea?
