Precision Approach requirements

My question involves the need to include VOR in satisfying requirements for a land-based precision approach capability via specification of a MMR with VOR/ILS & MB capability. An argument has been made that an ILS & MB receiver is satisfactory and that a VOR capability is not needed. My thoughts are that VOR approachs are still viable (maybe the only available) in some parts of the worldwide, civil aviation world. I need to establish the least common denominator in meeting this requirement.

I "think" the FARs speak to "non-precision" and "precision", and that precision requires a glideslope capability. Can someone confirm that statement? Certainly know that VOR approaches are still in use around world. But authorities are working to revise/reduce "non-precision' approach sites as there have been many accidents occuring during these aproaches.
 
That is basically correct. But, there are other military tools. Including VOR capability is going to depend on how many airports you want available. Many ILS approaches utilize GPS, VOR, DME, or NDB stations.

If you leave VOR out, you are eliminating more than 40% of available instrument approaches. Not to mention, VORs are what you use to receive the localizer in the ILS approach.
