Has anyone heard any news on the ASME position regarding a Post COnstruction Code, such as a more detailed version of NBIC or using API 579?

There is a new fitness for service standard that will be issued soon, a joint API/ASME standard that will replace API 579. This is supposed to be published this year.

There is also a new inspection code under preparation, also a joint API/ASME effort, that will combine API 510 and API 710.

ASME Post Construction is issuing new standards on repair of pressure equipment this year, and on inspection planning probably next year.
 
The NBIC main committee has a process to review and endorse ASME PCC repair standards for the NBIC. The ASME PCC Standards that are endorsed will be listed in a nonmandatory Appendix.
 
The reference to API 710 was an obvious error - reference to API 610 was intended.

Re the ASME Post Construction Code,there was a meeting in Phoenix in May. You can also get information at this Becht Engineering web site (Dr. Charles Becht IV, chairs the Committee).
