Does anyone know how you can place a non moving PMI note(s) within a model, so as to follow the rules of ASME Y14.41-2012 (Digital Product Definition Data Practices)
Section: 8.2.1 Notes Area Annotation Plane
When general notes, flag notes, and special notations are placed in a model, they shall be placed on a single annotation plane or use a similar method. When displayed, these notes shall not rotate.

Are you sure that NX isn't already meeting that criteria? I mean, what exactly does it mean that "...these notes shall not rotate." Does that mean relative to the screen or relative to "...a single annotation plane..." where the notes were placed? Please review the attached video showing how PMI objects are displayed and how they currently behave in NX as the display is rotated. How is that you feel that this behavior does not comply with the standard?

Preferences-PMI - Display - Update reading direction after View Rotate. But this will apply to all annotations.

As with most ASME publications it all comes down to the general or common interpretation. In regards to this specific section "shall not rotate" I've found is being interpreted by many companies as if it was referenced to the screen. So the model rotates but the notes remain fixed to the screen or are flat to the screen no matter the orientation of the model.

This interpretation makes sense for notes that do not apply to any specific view or orientation, similar to a 2D drawing layout with general notes.

Unfortunately I can't find a way to make this interpretation of fixed to screen or flat to screen happen using the PMI function in NX.

Another reason several people and companies feel that this interpretation means the notes are unrelated to the model orientation is basically the title of the section "Notes Area Annotation Plane" where if that plane was related to the model orientation there's no difference than any other note that is view dependent.

Several CAD software companies feel the same way and state it even in their help files.
Just as Solidworks does here:
Along with PTC Creo.

Do you submit this to GTAC? I have been wondering this about this also. I would submit it as an ER.

Yeah, that's definitely my next step today. I just hope they don't reply with the statement, "that's not their interpretation," because this problem is being looked at as an issue with using NX for 3D dimensional control of the model.
Some are looking for work arounds like using separate notes list files and storing them as PDF's but that's a bandaid for a software suite that fails to follow the industry standard.

Got this from GTAC support:
"Development confirmed that NX does not yet have this ability.
There is an existing ER 6555315 in the system to track this request.
I was told that work on this is ongoing, but no delivery version was given."
