PM creation

Have development task to tag all boiler components to create PM system.
Two questions.
Do you really need to tag everything(its 4 floors) can you utilize prints, scheduled, and spreadsheet matrix?

and
CMMS system is older FAMIS to create PM work orders to do route en maintenance of clearing check valve, flushing strainers, purging steam line, est. So gauge, valves, meters everywhere-right. Ok- Ive a key part in my pocket with the finding of all print and scheduled of mechanical equipment with "construction item number" and model, p/n/,s/n of equipment.
Now, my boss want it done, slap tags and go. He said "its mine" to do with.
Its a hurtle race, Ive cleared some big one already and that is the way its going to be( its R & D) .

So, question for you is :
How to group equipment with multiple components to them if (admin ) has already linked Parent, child.
or
Would you have to do it late in the PM section of software.
or
Does a normal PM software allow you to create subgroups before a PM w.o. is created?

I have big ears to listen to ideas before they move me along.
