Piping and Flange Tolerasnces

I am updating/re-writing specs. Currently working on flange and piping tolerances. I have come across two separate specs. with two different figures which I have attached. looking at the the figure is causing me some confusion. Axial gap in the flange bolt up tolerance seems excessive and I am not sure who and where they found this info.
