ph netral phenolic foam

we are seeking a ph netral phenolic foam to use in a building panel product. As the frame is zinc coated steel it is perceived that we shpould find a non acidic foam to avoid corrosion.
The foam will be retained in an envelope and should not be subject to water other than a small amount of condensation. If anyone can shed some lite on this it would be greatly appreciated.
