I would be willing to bet, that if you looked in the right spots on the net, you could find your answer. Most OV relays at this level use transformers to step down the voltage to something more manageable, like 120 or 240. Then they monitor this secondary voltage. I am sure there are devices that monitor the 1200 direct but am certain they will cost quite a bit more.
