out of plane strength check and K factor

CSA-S16(Canadian)applies notional load for in-plane strength analysis.

A structure: moment resisting frames in both X & Y directions as lateral system.

When notional load in X direction applied in analysis to check in-plane strength,K factor is taken as 1. Can the moment resisting frame in X direction be considered being braced in Y direction by another moment resisting frame?
When check out-of-plane strength(Lateral-tortional buckling), in the CSA-S16 column interaction equation, What value should be taken for K factor?
