There are two methods, one is to interview people and the other is to observe on a cordon. If you observe on a cordon, then you can have people or you can do a licence plate survey by video camera. The latter are usually contracted out to experts. (For instance, Count on Us are a UK firm specializing in traffic count surveys.)
