NP-6523-D is a document prepared by the Electric Power Research Institute (EPRI:

http://www.epri.com)

addressing on-line leak sealing. It is available for purchase there.

However, EPRI is currently revising the document to address problems that have been identified since the document was issued.

You may be interested in the Nuclear Regulatory Commission's technical guidance on leak sealing. This free document is publicly available at

http://www.nrc.gov/reading-rm/doc-collections/insp-manual/technical-guidance/tgleakseal.pdf.

It does not cover how to do the leak seal; however, it does discuss things that you might want to consider in the process.
