Nominal viscosity in power law

In ANSYS/FLOTRAN, the nominal viscosity shall be specified in this formulation.

viscosity = VO * K * D **(n-1)

where
K = consistency index
D = shear rate or cutoff shear rate
n = power
VO = nominal viscosity

In my understanding the nominal viscosity should be 1.0 or less. Anyone who use ANSYS/FLOTRAN, please advise me about the meaning of nominal viscosity.
