NFPA 79 readily accessible and obstacles

Any Code or Safety engineer interpretations here would be greatly appreciated

I am working on a piece of machinery which is all low voltage DC and low pressure (below 100psi)

The safety guy is not signing off on our design because they claim its dangerous because in certain cases and operator position emergency cut off button is obscured by the control panel

the control panel NEVER covers the button, but if you are standing a certain way the panel can cover line of site

Is this considered an obstacle? or really cause us to fail?

Is the machine located in the USA if so OSHA rules and regulations would apply. Also another AHJ to reach out to would be the insurance carrier providing product liability coverage for the machine.

 
thanks for the response, our compliance group uses IEC, but the machines will be in Mexico and Europe
