NFPA 2001 mandatory use of reserve cylinders 1

Hi all,
I am using the NFPA 2001 and I am sizing a IG 55 system, I was wondering if the reserve cylinders are mandatory.

The Annex A in the clause A.4.1.1.2 says "An extra-full complement of charged cylinders (connected reserve) manifolded and piped to feed into the automatic system should be considered on all installations.". So in my opinion NFPA 2001 does not intend the reserve as mandatory, isn't it? Can someone confirm it please?

Annex does not count unless adopted

Spares only required if ahh required them or owner wants them
