NEC Spacing Requirements

I am designing a machine that is on casters. The customer has a location specified for this unit which does not have 3'6" available on any side once in place.

The supply is 480VAC 3PH 30 AMP.

Does the 3'6" rule 110.26 apply or can we specify that the unit must be taken to safe location for servicing or troubleshooting?

I was not wanting to locate the panel so it had any obstructions but it is not working out.

Please advise if possible.

If the equipment is going to require "examination, adjustment, servicing, or maintenance while energized", then it will require the working space described in 110.26 (A). Being on casters, I presume it will can be de-energized by a plug or disconnect means, so it would not require the working space. I don't know more about the machine, so this is the best I can offer. There also may be other safety concerns such as OSHA that would necessitate working space, but I think the above is adequate from an electrical code perspective.
