MTO structural manual and CHBDC

Hello there, I posted this on the bridge forum, but no responses, so maybe posting here....

Any one here have experience with bridges in Ontario owned by municipalities?
The question is: does the MTO Structural Manual apply for municipally owned bridges, or only for MTO owned bridges? It is general knowledge that CHBDC applies when designing or evaluating a bridge and also that is is federal, with some exceptions for truck load in Ontario; also MTO Structural Manual is not always in CHBDC and municipal RFP's, so......

Thoughts?

Most municipalities engineering departments have an engineering manual of some kind, typically for roads and sewers. I have also seen smaller municipalities just state they follow the current OPSS.
