MSE pullout resistance

Hello Everyone,

I am designing an MSE Wall using FHWA as guidance. In one of their examples (E4-12), to calculate the pullout strength, they are using horizontal surcharge. This surcharge they got it thorough the equivalent height of soil for vehicular loading which is 2 feet. However AASHTO 11.10.6.3.1, mentions that traffic loads are neglected in pullout calculations. I feel confused as I see that the usage of equivalent height of soil is the same thing as using Surcharge Live load. Am I missing something?

You should ignore the live load when it acts as additional overburden stress but include its horizontal stress K*q as a driving force.
