Low class bituminous treatments in tropics

I am attempting to improve the buildable specifications for low class bituminous treatments in particular the islands of the Bahamas. Generally a double surface treatment over sub-base/basecourse of crushed limestone is used. RC250 cut back asphalt is used in the Bahamas. I understand that RC250 is to be phased out for safety reasons - workers suffering burns. What alternatives are there? Any advice is greatly appreciated.

Emulsions can be used, but require longer cure times.

Consider using a mixed-in-place material using emulsified asphalt and the indigenous limerock in the Bahamas. Only a light chip seal would be necessary to protect it and it would have more water resistance than the limerock base alone.

Other than that, you might consider a lower quality hot mix.
